USING THE CENTRAL ADMINISTRATION
By borrowing to Abraham Maslow's pyramid of needs analysis, candidate Elois ANGUIMATE intends to explain to his countrymen the benefit of the review and selection of the organization of the Central administration in general but especially the rehabilitation of the local administration in particular the one hand and secondly the application of this pyramid to its policy of economic recovery by sectoral development as its objective. By distinguishing

Du point de vue du contenant Mr ANGUIMATE Elois inverse la pyramide (théorie de la pyramide inversée) et en plaçant chaque centrafricain sous la pointe de celle-ci, il affirme et exige de toute l’administration centrafricaine d’avoir l’unique objectif l’HOMME CENTRAFRICAIN dans la satisfaction de ses besoins physiologiques et sécuritaires. Deux catégories de besoins qui constituent l’objectif de son mandat présidentiel.
Du point de vue du contenu le candidat Elois ANGUIMATE vide la pyramide inversée et remplit celle-ci du pouvoir exécutif de l’ETAT CENTRAFRICAIN en hiérarchisant different levels of decisions from the national to the small community to establish the authority of the executive over the entire national territory. This means more room for non-law nor to affect the integrity of the citizen, let alone the national space where decentralization integral relays the central government.
Prioritization executive revealed two types of power:
a)-the executive authority is in the national executive for the leadership. In between are three others, according to its jurisdiction will implement decisions before sharing that law that remains to be done, in good accordance with the administrative procedure in place. Any failure of the latter is punishment (s).
b) - the authority which is elected mayors and heads of district and village cumulatively ruling hierarchy. The special delegation as a method of managing our municipalities will have lived up to any jurisdiction that Central has satisfied its program.
For better functioning of the system serving the Central, only the full decentralization through an administrative procedure appropriate to afford it.
