The Secretary General's Special Representative for Central African Republic believes that the situation in the country has reached a" critical stage "

Council Security / The Special Representative of the Secretary-General for Central African Republic believes that the situation in the country has reached a "critical stage"
NEW YORK, June 29 2010/African Press Organization (APO) / - The success of the electoral process and DDR "will determine the future of the peace process," said Sahle-Work Zewde
The Special Representative of the Secretary-General for Central African Republic, Sahle-Work Zewde, said yesterday afternoon before the Security Council that the situation in the country had reached a "critical stage" where success du processus électoral et du programme de désarmement, démobilisation et réintégration (DDR) « déterminera l’avenir du processus de paix ».
Mme Zewde, qui présentait au Conseil de sécurité le rapport du Secrétaire général, le premier depuis la creation of BINUCA on 1 January this year, stressed that the political, security and development of the country remained "fragile and marked by numerous challenges and pitfalls."
"The international community must remain committed to providing strong financial and political support to the CAR in order to enable it to meet the pressing challenges of implementing the recommendations of the inclusive political dialogue," she said. Above all, adequate funding must be provided to the Government for it to be able to complete the electoral process and the DDR, "she said.
Permanent Representative of the Central African Republic to the UN, meanwhile, noted that the Secretary General's report illustrated perfectly the climate in which there is currently his country. The implementation of the recommendations of the inclusive political dialogue has not been very successful, "he acknowledged. Safety on the whole territory of the CAR is "necessary to carry out fair and transparent elections." He thus emphasized the need to pass the DDR program, noting however that the involvement of rebel groups facilitated not the process.
Fernand Poukré-Kolo requested more flexibility in assisting the international community, noting that his country was at the "crossroads".
In his presentation, the Representative of the Secretary-General said that on April 29, the President of the Central African Republic, François Bozize, had convened a meeting of national stakeholders and international partners to discuss the new crisis in the process election. This meeting, she said, led to the postponement of presidential and legislative elections. At a meeting June 14, the Independent Electoral Commission, "she later explained, was able to determine the dates of the two rounds of elections, ie 24 October and 19 December 2010.
The successful organization of elections depends, she said, the capacity of the Electoral Commission to complete its task within the schedule and available funds.
Financial estimates of the electoral process have been revised upward during the meeting on 14 June, she said, noting that the budget of the organization of the poll stood at 19.31 million dollars and that of scanning lists of voters to 1.54 million, a total of 20.85 million dollars. Taking into account the contributions promised by the European Union and the Fund for Peacebuilding, the shortfall amounted to about $ 7.5 million, she said.
The Independent Electoral Commission has requested the urgent supply of 3.5 million to enable it to conduct the census operations of 14 to 28 July, "which is essential for the implementation of the electoral calendar," added the Special Representative.
In addition, 18 months after the establishment Steering Committee of the DDR process, the demobilization and disarmament still face "many challenges". Ms. Zewde nevertheless emphasized the successful completion of the second phase of the campaign of ex-combatants and host communities, which also included the deployment of military observers.
"Much remains to be done to accelerate the process," she asserted, however, noting that the process of disarmament, demobilization and reintegration of about 8,000 veterans was a "sine qua non of successful processus de paix et de réconciliation nationale » et de la « création d’un climat de sécurité propice au développement social et économique à long terme de la République centrafricaine ».
Regarding the electoral process, it is important, he said that the dates proposed by the Independent Electoral Commission will be validated through an emergency presidential decree, and this, to encourage the international community to "further support the process."
In addition, Mr. Grauls hoped that the Security Council "more pushes all stakeholders, including armed groups unwilling to engage in DDR process. " "The necessary gap between the start of operations of the DDR and elections could be problematic, given that some rebel leaders maintain the hope of participating in a transitional government in a context where elections were postponed in- Beyond the constitutional timetable, "he said.
Mr. Grauls said that a "departure, pure and simple" of the UN Mission in CAR and Chad (MINURCAT) in the region, "prone to internal unrest and regional benefits," was not a option "Because the real risk to the country from slipping back into conflict." If the regional option is selected, a digital and strengthen logistics important to the mission of consolidating peace in Central Africa (MICOPAX) will be needed, he said. This will only be possible with the support measures from the international community. "If the Central African Republic has the vocation to serve as a successful example in the transition from peacekeeping to peacebuilding in the short term, however, the importance of peacekeeping should not be forgotten," concluded President of the Central African Republic configuration the PAC.

THE SITUATION IN CENTRAL AFRICAN REPUBLIC

Report of the Secretary-General on the situation in Central African Republic and the activities of the United Nations Integrated Office for the consolidation of peace in that country (S/2010/295)
The Secretary-General, Ban Ki-moon in this report, reflects developments in the political, economic and humanitarian terms of security and human rights and the activities of United Nations Integrated Office for Peacebuilding in Central African Republic (BINUCA), since December 8, 2009. The successor
BINUCA Office of United Nations support for the consolidation of peace in Central African Republic (BONUCA) from 1 January 2010.
Mr. Ban also describes the measures taken to implement the structure and staffing necessary to operate the BINUCA and the integration process.
The political situation in Central African Republic since December has been characterized by efforts to implement the recommendations of the inclusive political dialogue in December 2008, including those on disarmament, demobilization and reintegration (DDR) and the preparation and conduct of elections Presidential and legislative transparent and credible.
Since its inception, the BINUCA has consistently played a key role in implementing the recommendations of the inclusive political dialogue. He also sought to strengthen United Nations action in the CAR. The ongoing preparation of the integrated policy framework will allow the UN to speak with one voice, to share a common vision and adopt a coherent and coordinated approach to support the country's efforts to meet the complex challenges and diverse that it faces. The Secretary-General encourages
Il demande au Gouvernement de la République centrafricaine et à toutes les parties prenantes nationales d’accélérer la mise implement the recommendations of the inclusive political dialogue, including those concerning security and armed groups, and continue to be guided by the same spirit of consensus and consultation that characterized the dialogue.
Ban said he had taken note of the consensus decision to postpone the elections and the passage of two constitutional amendments allowing the president and members of the National Assembly to remain in office after the expiry of their mandate . He urged all national stakeholders to exercise a high degree of responsibility to respect the constitutional order et à convenir ensemble des modalités qui permettront au processus électoral de progresser.
It welcomes the efforts of demobilization and reintegration of children associated with armed rebel groups and other armed groups. It is however important to end the persistent impunity that perpetuates a climate of violation of human rights, corruption and non-observance of the rule of law. The Secretary-General encourages
finally regional actors to continue their cooperation, especially in sharing information about events having a negative impact on security in the region.

Abraham Maslow

USING THE CENTRAL ADMINISTRATION

By borrowing to Abraham Maslow's pyramid of needs analysis, candidate Elois ANGUIMATE intends to explain to his countrymen the benefit of the review and selection of the organization of the Central administration in general but especially the rehabilitation of the local administration in particular the one hand and secondly the application of this pyramid to its policy of economic recovery by sectoral development as its objective. By distinguishing

Du point de vue du contenu le candidat Elois ANGUIMATE vide la pyramide inversée et remplit celle-ci du pouvoir exécutif de l’ETAT CENTRAFRICAIN en hiérarchisant different levels of decisions from the national to the small community to establish the authority of the executive over the entire national territory. This means more room for non-law nor to affect the integrity of the citizen, let alone the national space where decentralization integral relays the central government.

Prioritization executive revealed two types of power:
a)-the executive authority is in the national executive for the leadership. In between are three others, according to its jurisdiction will implement decisions before sharing that law that remains to be done, in good accordance with the administrative procedure in place. Any failure of the latter is punishment (s).
b) - the authority which is elected mayors and heads of district and village cumulatively ruling hierarchy. The special delegation as a method of managing our municipalities will have lived up to any jurisdiction that Central has satisfied its program.

For better functioning of the system serving the Central, only the full decentralization through an administrative procedure appropriate to afford it.
